Gov Cooper Signs $273 Million Bill for Hurricane Helene Recovery in WNC

North Carolina Governor Roy Cooper just signed HOUSE BILL 149 into law – a disaster relief package worth $273 million to streamline recovery efforts in the western part of the state affected by Hurricane Helene.

The bipartisan package passed swiftly through the Republican-led legislature, aligning with much of what Cooper requested.

The funds will be used to support state workers, many of whom have been working extensive hours clearing debris and assisting survivors. It will also provide the state’s 10% match to unlock 90% federal funding for aid and recovery projects, and ensure schools and essential services remain operational despite damage.

The funds are allocated across multiple areas: $250 million for state and local government disaster assistance, $16 million for school nutrition staff compensation, $2 million to assist small counties, and $5 million for election-related aid. This comprehensive plan includes temporary policy adjustments, easing regulatory barriers and extending deadlines, all aimed at speeding up recovery in the hardest-hit regions of western North Carolina.
